The Division, having been in winter quarters in its various departments and locations, is hereby ordered to form into an Army, by direction and command of the competent military authorities, for active duty in the field. The various subsidiary commands within the Army shall begin, in earnest, the resuscitation of their training, drill, and military discipline pursuant to taking up arms in action against the rebellious army of the Southern States.
The Division, chief among it the Division Cavalry Brigade, the 3rd Battalion (Frontier), and components of the 1st (Western) battalion, along with the Division Artillery Reserve, Field and Staff, and various other departments and forces which shall be dispatched to it, shall be placed under the command of the 16th Army Corps, Army of the Department of Missouri, for service in the theater of Kansas and Missouri. The Troops so designated shall muster and concentrate on or around May 16th of this year in the vicinity of Kansas City, Missouri for federal service in the field at the "Stand of Colors" event.
The Division Infantry shall be organized into the historic 2nd brigade, of the 1st Division of the 16th Army Corps, and shall use as their guiding impression one of the following:
5th Minnesota Infantry

12th Iowa Infantry

47th Illinois infantry

The Division Cavalry shall be organized into the Provisional Cavalry Division, Army of the Department of Missouri, and shall take as its impression one of the historic units within that Division. The Division Artillery Reserve shall take as their guiding impression one of the Artillery batteries assigned to either of the aforementioned divisions with the Army of the Department of the Missouri.
The historic preparations for this campaign shall involve the appreciation of the "general principles, history, and strategies" of the Missouri/Kansas campaign of 1864, also known as Price's Raid, and the focus shall be on a "generic" impression of western federal soldiers. The regimental impression chosen by organizations shall not necessarily directly relate to their actions in the field; the "Stand of Colors" campaign will be approached as a "generic" scenario consistent with the strategies and events of the time period and within the context of the planned scenarios and public demonstrations which have been organized. While some of the planned public scenarios may utilize specific movements of one or several of the actual engagements, the overall structure of this event shall be a general campaign, consistent with that of the Kansas/Missouri campaign of 1864, wherein the tactics, maneuvers, strategies, and outcomes are "consistent with" the 1864 campaign, but are meant to be more of an historically-accurate portrayal of a generic Army in the field, tactically and organizationally, rather than a "re-creation/re-enactment" of a particular historic battle.
The Division looks forward to the spring campaign and in once and for all ending this unholy and illegal rebellion of Secession and re-united the Union as it is intended and ordained by the Almighty.
