General Orders — No. 2009-5

The Military Departments shall hereby endeavor to activate and form an Army in the field for subsequent action against the enemy in and around Conner Prairie, Indiana, on or about May 15th, under the jurisdiction of this command.

The Infantry shall form into battalions, and shall be joined by the Division Cavalry Brigade and such Artillery batteries as are available within this jurisdiction. In addition, those troops designated as the “Western Federal Blues” and “The Cumberland Guard” shall be attached to this command forthwith for service in this campaign. The Army so consolidated shall be designated as a detachment of “The Army of the Cumberland.”

Following are the specific orders and information regarding this upcoming campaign.

General Impression

The Division shall be constituted as follows:

First Battalion: Western Brigade
Col. James Moffet, commanding

Second Battalion: Western Federal Blues and Cumberland Guard
Col. Chad Greene, commanding

Cavalry Detachment: Divisional Cavalry
Col. Terry Crowder, commanding

Artillery Reserve:  Various Ind. Batteries
TBD

The Division Infantry shall be organized into the historic 3rd brigade, of the 2nd Division of the 20th Army Corps, and shall use as their guiding impression the following:

1st Battaion: 6th Indiana Inf.  Click here for Web address

2nd Battalion: 5th Kentucky Inf. Click here for Web address

The Division Cavalry shall be organized into the Provisional Cavalry of the 3rd Indiana Cavalry Regiment (Cos. G, H, I, K) (“West” or “Left” Wing).

The Division Artillery Reserve shall take as their guiding impression one of the following Artillery batteries: 1st Ohio Artillery or 5th Indiana Artillery.

General Scenario for the Event

The When:  Early Summer of 1863

The Where:  In and around Decherd, TN; situated along the stage/rail routes connecting Nashville and Chattanooga, 30 miles south of Stevenson, AL.

The What:  Portions of the Army (Thomas’ and McCook’s corps) are operating in the area, bivouacked in a small town, operating against the Confederate Army of Tennessee which has formed a defensive position along the “Duck Creek Line.”

We will be portraying small engagements/expeditions, and reconnaissance in force against the CS positions. We are doing GENERIC scenarios all weekend based on the tactical situation; we will not be “re-enacting” any particular engagement.

History:  In late June 1863, the CS Army of Tennessee was forced to withdraw from the “Duck River Line” when the 17th Indiana severed the railroad at Decherd in their rear.

Afterwards, Thomas’ and Mc Cooks’ corps camped around the Decherd/Winchester area until they left for the start of the Chickamauga campaign.

This is a wonderful opportunity for the officers and men of the Division to portray citizen soldiers all weekend long, without having to try to re-create a particular scenario. The opportunity for leadership in the field and strong living history in the camps is particularly appealing. The army will be “on” all weekend, and there will be opportunities for camp, guard, reconnaissance, and picket duties in addition to the “major” engagements that we will participate in with the public.

Commands, units, and individuals are asked to put a special emphasis on “living history” and “army life” for this event. Any and all activities which can foster a true sense of “stepping back in time” and keeping the entire event and the Union camp in an 1863 mode is greatly encouraged!

Activities, evolutions, and scenarios have been developed to foster and support that environment!

Here is a brief history of the Corps around the time we are portraying:

This corps was identical with that part of the Army of the Cumberland, or Fourteenth Corps, which had been designated as the Right Wing until January 9, 1863, when, under General Order No. 9, the War Department directed that the Right Wing be set apart and designated as the Twentieth Corps. Major-General McCook, its former commander, and Generals Davis, Johnson, and Sheridan, its former generals of division, were retained in command.

The troops composing "McCook's Corps," as it was generally called in the army, were veterans who had withstood the fire of hard-fought fields. Many of the regiments had fought at Shiloh, and at Chaplin Hills, and all of them were engaged at Stone's River. McCook had distinguished himself at Shiloh, where his division contributed largely to Buell's success in the second day's battle; also at Chaplin Hills, in which battle his command was almost the only force engaged. The Twentieth Corps, at the time it was so designated, contained the same troops which fought at Stone's River, with the same organization of divisions and brigades. There were three divisions, each containing three brigades; in all, 37 regiments of infantry, and 9 batteries of light artillery, one battery being attached to each brigade. It numbered, just before the battle of Stone's River, 13,779 present for duty.

After Rosecrans' victory at Stone's River, the Twentieth Corps advanced with the Army of the Cumberland and occupied Murfreesboro, where it remained until June, 1863. The advance on Chattanooga then commenced, during which the corps encountered the enemy at Liberty Gap, Tenn., on the 25th of June. Its casualties in that action amounted to 42 killed, 231 wounded, and 1 missing; total, 274.

It accompanied Rosecrans across the Cumberland Mountains in his pursuit of Bragg, and on Sept. 19th fought at Chickamauga. In this battle McCook's Corps took eight brigades, 12,480 men, into action; it lost 423 killed, 2,698 wounded, and 1,215 missing; total, 4,336. One brigade -- Post's (1st) Brigade, Davis' (1st) Division--was not engaged, being absent guarding a supply train.

The regimental impression chosen by organizations shall not necessarily directly relate to their actions in the field; the "Duck River" campaign will be approached as a "generic" scenario consistent with the strategies and events of the time period and within the context of the planned scenarios and public demonstrations which have been organized. While some of the planned public scenarios may utilize specific movements of one or several of the actual engagements, the overall structure of this event shall be a general campaign, consistent with that of the historical campaign of 1863, wherein the tactics, maneuvers, strategies, and outcomes are "consistent with" the 1864 campaign, but are meant to be more of an historically-accurate portrayal of a generic Army in the field, tactically and organizationally, rather than a "re-creation/re-enactment" of a particular historic battle.

Event Schedule

A detailed “orders of the day” for the event shall be promulgated subsequent to this order and made available to all commands forthwith, to include times and locations for formations, and evolutions.

It is requested that all Federal participants make every effort to arrive on site by 7 o’clock Friday evening. For those who absolutely cannot arrive until Saturday, it is imperative that you arrive and are ready for duty by 9 o’clock in the morning. Obviously exceptions must be made and those are understood; but the Army is planning a full weekend of activities and events for Friday, Saturday, and Sunday.

It is expected that all participants will stay until “The General” has been sounded and the Army is dismissed on Sunday afternoon. Obviously exceptions must be made and those are understood, but it is requested that units/individuals plan accordingly in order to meet our responsibilities to the Event.

Rations

Rations will be issued to all troops within the Army for this event. The event host has graciously stipend our Army and will be providing period-correct supplemental rations to us. We have worked hard with them to ensure proper labeling, packaging, etc. Please convey to them our appreciation of their efforts. Please plan on providing your own meat, as only slab bacon is included in the ration issue. Further instruction regarding rations was contained in a previous General Order (2009-4) and is available for viewing at http://www.firstfederaldivision.com/orders.html.

For those units who requested ration vouchers in lieu of rations, they will be issued to you at the same time as the rations in the same manner. Non-period rations, non-period containers, and non-period cooking devices (gas grills, stoves, modern cookware, aluminum pans, etc) are NOT AUTHORIZED in the camp areas at any time. We ask that you consume the vendor-supplied food items in the modern/public areas of the park before returning to camp. Putting non-period food into period-correct equipment is allowed (pouring soda into your tin cup, etc.).

Water, Fuel, Forage

The QM is responsible for and is the authority regarding Quartermaster issues.

The QM Depot is the main supply point for the event; however, additional points will be established and will be under the supervision of QM troops. All requests for fuel or forage should be accompanied by the proper paperwork (Form 40) as found in the U.S. Army Regulations.

Water is plentiful and available in the camps through a running water system. Please make sure that you are utilizing period-correct containers to transport, carry, and store water.

Battalions are responsible for their own ammunition storage and distribution.  Supplies of water, wood and hay are adequate to support the troops and mounts.  To promote the efficient use of supplies, battalion Quartermasters are responsible for insuring the equitable distribution of supplies within their respective commands and for preventing hoarding. Camp inspections will be conducted to detect hoarding and hoarded supplies of wood or hay may be confiscated.

Field Music and Buglers

Bugle calls as well as couriers or messengers will be used to pass orders to each Battalion. Each Battalion is required to present its musicians to the Division Principal Musician, R.J. Samp for coordination and training at times to be announced.

Orders will be passed along to each battalion through couriers. Officers may pass on verbal orders; enlisted couriers will carry written orders only. These orders will require a confirmation signature from the Battalion commander and/or his Adjutant. To prevent confusion, NO Battalion calls, especially Reveille, will be sounded without receiving the Division call first. After Division Tattoo there will be no Music in the camps. Battalions need to know the following calls:

Assembly of the Buglers

  • Reveille
  • Tattoo
  • Extinguish Lights
  • Assembly
  • To the Color
  • Officers Call
  • Attention
  • Forward
  • Halt
  • Commence Firing
  • Cease Firing
  • Retreat March
  • Deploy Skirmishers
  • Recall

PM R.J. Samp serves as the Division’s Principal Musician. He regulates what will music be played and how it will be used to support the units in the field. The Prelude calls will be sent out by the Principal Musician. All buglers and musicians will report to the Division Principal Musician at HQ upon arrival. A Musician will be on duty at all times at Battalion and Division headquarters. They don't have to be awake at night, simply nearby.  Tattoo will be beaten each night. Principal Musicians are responsible for putting together a musical program up to one hour in length. To Extinguish Lights followed by 3 drum Taps will be the signal for silence in the camps.

Silence is not to be broken until Reveille the following morning. Sunday morning the Principal Musicians will be responsible for hymn or inspection pieces (waltzes) as designated for their commands.

Safety and Living History

The Safety Rules and the Living History Rules of the First Federal Division (http://www.firstfederaldivision.com/about.html) are the requirements for this event for ALL federal participants. Please make sure ALL re-enactors have read them and that officers are properly familiar with them; Officers shall be responsible for the behavior and actions of those under their command.

Additional, specific “rules of engagement” for the non-scripted areas will be promulgated subsequently and shall be in effect for the duration of this event.

Proper military etiquette, demeanor, and protocol shall be observed at all times while in uniform and portraying officers and soldiers in the Union army. The Chain of Command shall be respected both UP and DOWN and best efforts should be made to stay “in character” for the duration of the event.

It is important to remember that SAFETY is the primary concern for all individuals. It is the responsibility of the individual soldier to ensure his weapon, accoutrements, AND ammunition are safe and in compliance with the guidelines of the FFD and the event. It is the primary responsibility of Company Commanders to manage the safety of their men and conduct training and inspections to ensure with the most confidence possible that the men under their care understand and comply with all safety rules and requirements.

Any individual observing an unsafe, dangerous, or emergency condition or situation should notify his chain of command immediately. If absolutely necessary for the immediate safety of another person or himself, he may call “cease fire” or, in case of the need for IMMEDIATE PROFESSIONAL (911 level of care) trauma care, “medic” and all persons shall respond accordingly. In the event of a “medical incident”, ANY re-enactor may stop action by yelling “MEDIC.” All actions will cease until the Division Safety Officer/Medical Officer can assess the situation and local medical arrive on the field.

Guards, Camps, and Passes

There will be Police Guards and Sentinels posted for the event, as follows:

  • Each battalion shall appoint a field officer of the day, and the company officer of the duty company shall serve as officer of the guard for his watch, and all shall be under the authority of the Division Officer of the Day.

  • Battalions will ensure that all guards are properly accoutered, fed, and have full canteens prior to their assigned shift.
  • Guards will not quit their posts or relinquish their weapons save upon order from the Officer of the Guard, NCO of the Guard, the Inspector General, or the Officer of the Day.
  • A parole and countersign will be disseminated from Division HQ every day.
    • The countersign is given to such persons as are entitled to pass, and to officers, non-commissioned officers, and sentinels of the guard. Interior guards (police) will also receive the countersign. It is used to pass through lines WITHIN the Army. It is NOT used to pass between lines in front of the enemy.
