Joint Venture between Cleburne's Division and the First Federal Divisions

This will be a three-day, full event. Please plan on arriving no later than Thursday if at all possible to get the full effect of this terrific event. Come whatever day is best for you and you will have every opportunity we can give you as well.

The event will provide a camp setting for every reenactor. Static, civilian, refugee, garrison and of course campaign. The amount of land for this event will provide every person the type of event they wish for.

We will be setting up a small Sutler and village type town of which will be mid way between the Confederate camps and the Federal Camps along with a third dimension of fighting with an army of “Home Guards”

Col. Nick Medich of Medich’s Battalion has agreed to serve as commander of the Home Guards and with his experience as such at past events, will no doubt give you all something very special to remember.

While parking for the event will be near to each camp, it will be completely out of site from all camps. Campaign camping will be as completely at your officers wish and plenty of land is provided to suit your every need. Static camps will be placed very near but again out of direct site of the campaigns and within in a close distance to the town. This site is completely pristine in every manner and is within a few miles of Fort Donelson.

We will be recreating the final days before the fall of Fort Donelson and the actions that took place in the three days before. This is NOT a tactical but a true (as possible) version of what the armies did, how the searched for each other, the strategies that were required and the replica of the final movement and battle of the final day of the attack will be the scripted battles on Saturday and Sunday. There is well over 5000 acres for us to use and more if we wish. This site has been an equestrian area for anumber of years and is lined with trails and roads throughout the entire site. Bring a compass so you do not get lost

You can fight as much as you like or as little as you wish. Your brigade commander will be in charge of your actions and we will be soldiers.

All usual amenities will be afforded to you no matter what style of camping you desire. This is the opportunity you have been waiting for. All branches will work together as they did back then.

Artillery: There is room for as many pieces you can muster, Horse drawn artillery is especially welcome and you will have an opportunity to show all your stuff as well.

Cavalry: there was an abundance of Federal Cavalry and they actually outnumber Forrests' Cavalry which was a big part of this campaign.

Infantry: Grant had over 15,000 men and a large variety of different units. (unit designations will be announced soon).

Medical: This is your chance to shine as well. Bring all you have.

Engineers: You will be called upon for as much as you can to make this a true experience for all of you as well.


Mission Statement:

To present, to the public and for the attending reenactors, a historical and educational event based on the War Between the States specifically concentrating on the events that occurred in the current Land Between the Lakes area. To allow the general public to get a first hand feel for life in the 1860s through a civilian living history area, military camp areas and the recreated battle vignettes from the War Between the States era of American History.

Proposal

1. Confederate/Federal Commands
A. Overall Command for the event will rest with Cleburnes Division, Maj. Gen. Joe Way, Commanding. All matters involving the event will be coordinated by and go through the appropriate Overall Commander.
B. Confederate Forces will be under the overall command of Maj. Gen. Joe Way, Cleburnes Division of Reenactors, Inc. a 501(3)C non profit organization dedicated to preservation and education of the historical period of the War Between the States.
C. Federal Forces will be under the command of Col. (Brevet Gen) Terry Crowder, First Federal Division, a nationally known and well recognized Federal reenacting organization dedicated to the preservation and education of the history of the historical period of the War Between the States.

2. Organization of Confederate/Federal Commands
Each individual commander will make all necessary arrangements to include all reenacting organizations willing to attend the event weekend within their command structure. Recognition of freestanding Battalions and or Brigades and their command staff shall be commensurate with the number of rifles each of the above may present for the event. Command structures and assignments will be shared between the above commanders and placed for public view on the designated web site as the information becomes available. Commanders of the Confederate/Federal commands will set impression guidelines, rules of conduct within camps, amenities distribution policies (quartermaster duties) and other criteria necessary for the smooth operation of each army in each respective camp.

3. Event Coordinator
At this point in time the voluntary Event Coordinator position will be filled by Lt. Col. Mark Way, AAG, Cleburnes Division of Reenactors, Inc..
Lt. Col. Way will work closely with members of the First Federal Division and the Land Between the Lakes Staff to ensure the following:
A. Proper amenities planning and distribution
B. Implementation and Utilization of an Online Registration program.
C. Implementation and facilitation of event check-in procedures including issuance of parking passes as deemed appropriate by Land Between the Lakes Staff, proper review of negative coggins test and health certificates for all arriving mounted staff, cavalry, and mounted artillery participants.
D. Contacting period Sutlers for involvement in the event weekend. Placement and management of Sutler area for the duration of the event weekend.
E. Assist Land Between the Lakes Staff with proper placement of Modern Food Vendors in relation to the period areas if applicable.

This job description is not meant to be all inclusive, but rather, a loose framework from which items can be amended or deleted as becomes necessary. Those persons willing to volunteer themselves and their time in assisting Lt. Col. Way would be greatly appreciated and welcomed.

4. Event Expense and Income protocol
The income and expense income from the Twin Rivers Campaign will be handled as follows:
A. All registration, sutler fees, etc., will be collected and held in a special account by Cleburnes Division. Online registration utilizing Pay Pal will be implemented in order to keep an accurate and up to date Registered Reenactors list and to account for all registration receipts.
B. Land Between the Lakes Staff will provide the following at an expense which is to be directly reimbursed to the Land Between the Lakes Staff through the event proceeds listed above.
1. Port o Lets (provide fixtures and service same)
2. Horse Hay
3. Bedding Straw for Camps
4. Water - will be provided at no cost but containers for watering camps will necessarily be provided by the event hosts.
C. All other amenities will be outsourced by the event hosts and the expense paid from the event proceeds taken in from registrations and spectator fees.
D. Land Between the Lakes will provide for a suitable spectator area will all spectator proceeds being deposited directly into the fund previous described as being collected and set back for event expenses.
E. All expenses stated above as well as any other expense that shall develop during the planning and execution of this event shall be paid from the income received from reenactor registration, sutler registration and spectator fees collected on site.
F. Within 30 days of completion of this event all expenses shall have been paid in full and all vendors fully satisfied.
G. After all vendors and expenses have been paid the Land Between the Lakes, U.S. Department of Agriculture shall then be given 5% (five percent) of the net income from the event.
H. All other monies shall be distributed as determined by the event hosts.

5. Items Necessary for the Success of the Event
The following list of amenities is for informational purposes and will be addressed in detail with a spreadsheet to be distributed with this proposal.
A. Water for camps
B. Water on the field (use of period wagons, Bounties to be determined).
C. Port o Lets in the camp, sutler and spectator areas
D. Firewood of a quality and amount suitable for heat and cooking fires. Amounts to be determined as registration compiles.
E. Bedding Hay
F. Horse Hay
G. Activities Tent
H. Closed Circuit radios for Event/Military Staff with onsite Medical Staff on channels.
I. Trash removal from camps, sutler and spectator areas on daily basis.
J. Fire/EMS protocol in camp and on field during battles.
K. Properly supplied Aid Station on site taking local reptiles and other issues into account (I.e., poison oak, ivy etc.).
L. Parking areas for US/CS reenactor vehicles and horse trailers that does not impede on camp area. Group transportation to and from areas if distance requires with scheduled rotation times.
M. Parking for spectators.
N. Clear ingress and egress to camp areas allowing smooth and efficient traffic flow during event arrival, departure and emergency situations.
O. Registered reenactor identification system.
P. Local or Federal law enforcement participation and contact protocol.
Q. Severe Weather procedures and response protocol.
R. Reenactor safety and weapons inspection guidelines.
S. Camp areas from modern to period.
T. Online registration protocol.
U. Solvency date for event.
V. Event cancellation criteria (if necessary) including refund policy, protocol for announcement and entity making announcement.
W. Advertisement of event. In the reenactor realm and the public realm.
X. Photographic journal of event (if desired).

6. Commitment of Reenactor Organizations
A. To do everything possible to generate high attendance of participants to facilitate a successful event. Attendance will be drawn from the membership of the host organizations and solicited from brother
organizations throughout the reenacting organization. Cleburnes Division of Reenactors, Inc., is committed to provide maximum attendance of its membership. First Federal Division has committed to maximum attendance of all six of its Brigades.
B. To provide historically accurate battle scenarios where possible.
C. To provide a safe and educational event weekend for all participants including spectators.
D. To ensure proper care and treatment of facilities being provided by the Land Between the Lakes Staff, and its employer, the U.S. Department of Agriculture.

7. Living History Presentation
Every effort will be made to additionally provide a Living History coordinator, a schedule of events for the Living History area and a historical education for the viewing public in the Living History area. This area will be available for all period participants who are not lodged in the period family garrison military camps.

The items discussed and outlined in this document are meant to be a loose outline of the many facets of an effective and successful event. They may be amended or deleted as is seen fit by the event organizers and host organizations.

8. Amendments and Deletions
Amendments and deletions of the content of this proposal are possible as the planning of the event and the implementation of the event logistics continue. All information contained above is presented as a framework for the event and to aid in the planning process.
